Northern Virginia Human Service Officials
Who are the HSOs?
The deputy city and county managers for human services and the social service department directors from throughout Northern Virginia meet every other month at NVRC as the Northern Virginia Human Service Officials (HSOs).

The HSOs work closely with the Virginia Association of Local Human
Service Officials, the state association of human service executives from across Virginia.

NVRC provides staff support to the HSOs.

Purpose
  • to discuss human service issues critical to the region
  • to evaluate and comment upon state/federal regulatory actions affecting human service provision
  • to consider legislative positions on consensus matters
  • to provide oversight for certain regional direct service programs, such as the Northern Virginia Dental Clinic

Regional Initiatives
The HSOs have been involved in a variety of regional initiatives:
  • periodically review homeless services and developed a bed sharing agreement for use among the region’s homeless shelters.
  • have reviewed and commented on the effects of changes in state funding for child care to low-income families and the funding formula for Comprehensive Services Act services for seriously disabled or troubled young people.
  • share information about their expected respective roles in local disaster recovery efforts.
  • Over the last few years, the HSOs have been at the forefront in advocating Northern Virginia viewpoints and preferences on the implementation of 2-1-1, the abbreviated dialing code for human service information and referral, in the region.

Meetings

The HSOs meet the third Thursday of every other month from 11:30 a.m. to 1:30 p.m. at NVRC offices in Fairfax.  Meeting dates are listed on the calendar.
